If the paddle board is outta reach and they don’t have a life jacket they are going down. It always takes some one to save them.

Why is that? Are you required to wear a cement block around your waist to paddleboard? Why can’t you just swim to shore?
My assumption is he couldn’t swim. Otherwise my assumption fails to past musturd.

Presumably, a paddle boarder without a life vest can swim.
But I still think he was knocked off the board by tipping it from below and then held underwater.
