What is the implication? Who/what was the backdoor for?

Serkit made the point, which I failed to notice, that this is an issue in Britain (their technology).

A backdoor would be a 'private entrance' for Deep State. Backdoors are secretly installed so bad actors can access the program without anyone else knowning. Helps if they are doing 'wet ops' they can monitor any police or fire dept response etc.
