City Councils usually get developer’s support, so he probably voted for many of them in. He just didn’t think that, once in, they would turn against him.
I know, in my city, it’s basically a developer rubberstamp city hall.

I have lived in two places where that has ruined the towns. Old, charming, vibrant towns ruined by developers who leave their wreckage behind.
