ISDN circuits are still widely used and a lot of Supervisors of Elections probably still have them, primarily for voice communications, why install MPLS circuits and switch all your phones out by going to SIP phones
Most major companies have phased out ISDN circuits for MPLS circuits because of the advantages in cost but smaller companies probably still have them.
It’s like Frame Relay circuits stayed around long after no one sold them anymore
