Any way you slice it, the uke pilots have less chance of getting meaningful hours to be able to use the ‘system’. American pilots flight hours are already too low.
Train the ukes outside of Ukraine, nice way to extend a war that won’t be won.
Ukraine has been generous in bribing US politicians. Why was Hunter receiving millions for his expertise in energy production, which he had none. Corrupt politicians do not want Ukraine, the golden goose go away under Russian domination.

How many hours do active Russian pilots get for training, how much of it is combat training? How familiar are Russian pilots with their air frames? How updated are the recalled pilots in Russia? How many hours a month do ‘reservists’ fly in Russia?
The Ukrainians will be fighting against Russian pilots, over Ukrainian territory. I suspect that some of the Russian pilots are amazing, some probably many not so much or ‘recalled’ with little recent flight time.
I think the SAM’s are probably a bigger problem. They have proven to be quite lethal for aircraft over Ukraine.

You are making, er, heroic assumptions here.
As for ATACMs, it’s got mostly strategic targets, true, but these are in the main “hard” targets. Bridges are high on the list. So are HQs and ammo dumps. In fact, most all are in buildings or railroad cars, if not in bunkers.
Bomblets may be good for airfields to get rid of planes, but AFAIK Russia withdrew most of its aircraft out of drone range after the Ukes started using their long range drones. That would put them out of ATACMS range too.
Several tens of thousands of Ukrainian soldiers have already been trained outside of Ukraine. In most European countries - Poland, the UK, Spain, etc. Canada too. At least a dozen Euro countries. Its a thing.
Pilots can be trained in Poland, Canada, Norway, etc.
Russia has also been generous. But the chief briber by far seems to be China.

My 2X is a little joke on the number of weapons the Russians have supposedly lost over the last 500 days. I keep reading that the Russians are almost out of weapons, yet the war goes on. As I said, in a few months we should have a clearer picture of were the war really stands.

Russia and China are NOT in any danger of disappearing.
While Ukraine may end up with a less corrupt government.
Of course China is the biggest briber. They have the most money, with economy 10 times bigger than Russia. We buy so many of our products made in China, and China lends us money to be able to buy them.
What you have read during the war is that Russia is running low on something such as missiles or tanks or artillery shells, etc., and sure enough, that is evidenced by the slowdown of their use.
Ukraine has been greatly improving on the corruption ratings since the 2014 days and is rated as far less corrupt than Russia today.
It looks like Russia is using marshal Zhukov’s war strategy. Bleed the enemy to death with thousand cuts. Ukraine is slowly becoming un-livable in most cities except perhaps Lviv area.
