Congress cannot bring charges. Separation of powers. Only the DOJ, through a local US Atty can bring charges. Even if Congress cites for contempt, it goes nowhere if DOJ won’t prosecute the case

The Watergate break-in took place on June 17, 1972, months before the election, but got very little attention until after the election. That Nixon's opponent was McGovern may have had an influence on the media's ignoring Watergate until later. The Watergate break-in was for a wiretap for political reasons--a trivial offense compared to the Biden crimes. But the media will do its best to ignore or downplay the scandal until after the election because the alternative is too horrible to contemplate--Trump being elected again.

Okay, this has been going on a long time and IRS persons are somewhat de-motivated by it.
But the IRS is moving more and more towards a “we-know-a-lot-about-you-and-we-can-get-info-from-the-payers-and-financial-intermediaries”.
The idea that the system is “voluntary” is one of those lies we tell ourselves.
Sort of like, “your vote counts”.
