That is a good question. The company charges a delivery fee that does not go to the driver, or for gas or insurance. So why does the company need that deliver fee? Just another way to charge more for the product.

Yup. I've been told by others before it's to cover the to-go boxen, pepper/parmesan packets, and so on, but all those come with your pizza if you pick it up yourself too!
The only thing the company does extra is schedule the driver for what's delivered, where and when. Likely computerized, but even manually not much more work than in-store pick-up sales. The only reason that makes any sense is it's one way they can get some extra money out of you, as most people see the delivery as a service that is reasonable to cost extra, then feel bad if they don't also tip the driver. That's why they explicitly say that the delivery charge is not considered a tip for the driver!
