I've had a bird feeder out for many years. I have many squirrels but you just have to really think about where you place the feeder. First you have to have a large metal cone ..not a flimsy one. A very tall staff. No tree within several yards. They will fly from a branch and eat upside dawn as you said.
Also nothing around the staff in order for them to jump from it to the staff. Believe me a concrete block can't be anywhere close. ALL out in the open. If a tree starts growing and branches get closer you must more the staff farther away. I have probably hundreds of birds a week and squirrels only eating off the ground. Oh yes, away from a roof or banister.

I guess we’ll have to get a pool then. Right now it is off of a 90° angle pole that is in brick. So they are either jumping up from the ground or from the brick. Actually I think it’s just one of them, the most athletic one. The other still eat from the ground. But he’s ruined it for everybody!
