“reproductive health services” ... so is what that was saying use abortion to curb population growth ... that’s usually what reproductive health services entails.
“health care” ... some countries are now using euthanasia to rid their society of mentally ill people and babies with birth defects. Maybe that will work on old people. If they get sick, just deny them medical care.
I believe the elite billionaires like Gates would be OK with depopulating the world. Remember Obama’s mentor:

Not even close to a Gates quote supporting the use of vaccines to kill off the population. Taken in context, Gates is referring to the phenomenon where reductions in child mortality lead to a reduction in births and a reduction in population.
If you support reducing child mortality, then you support Gates in this regard.
