It’s outside Israel proper on the West Bank, but the case is not airtight.
The section on Capernaum (Kfar Nahum) mentions the ruins of a 2nd or 3rd century synagogue and says that the Franciscans in 1894 bought the property and rebuilt a monastery next to the synagogue. "The church is on the site of a 4th century structure marking St. Peter's house. (Nearby is a Greek Orthodox Church.)"
