I read an article in The American Spectator over 30 years ago, about the militarization of federal departments. Even by then, many federal agencies had Special Agents and SWAT teams, including Fish & Wildlife, Interior Dept, IRS, Parks Dept, as well as the FBI, ATF, DEA, etc.

The CIA used to be restricted to foreign espionage, but they were allowed Special Agents and enforcement powers in the 1990s.
