GPS satellites do not receive anything from GPS devices.

The car is XM compatible (I've never subscribed), which is why I pointed at satellite connectivity initially. There has to be some two-way communication for them to verify your account/vehicle.

That would not be directed to GPS satellites. That would be directed through cellular devices. There are data only cellular radios. They are pretty inexpensive and can be mounted on almost anything. I use them on several devices I designed, landfill pumps and the like. Those radios will establish a two-way TCP/IP socket to any server that accepts a connection.
