SF approved the foundation, construction was underway, then SF decided to dig a hole in the ground nearby.
The mitigation method recommended by an engineer who has dealt with plenty of this was rejected for a cheaper approach.
IOW, plenty of blame to go around.
The building will have to be dismantled, or the next big quake will dismantle for them, along with one or more neighboring buildings when it falls into them.
