Well, technically Texas can since we were an independent nation. Seems like Vermont can as well.

Worth remembering: the original states created the United States of America.
The United States did not create the original states.
States that joined the union later have all the benefits of the Constitution including the ninth and tenth amendments.
I mention this because I don’t think it is still taught in schools.
