On American soil, when flown with other flags, the United States flag should fly in the position of honor, its own right.
While it is common to fly the US flag on a higher pole than other flags, it is not required.
When flown with the flags of other nations, all of the flags should be on poles of the same height. Flying the flag of one nation over another is considered an insult and is only done in wartime to signify the capture of an enemy position or vessel.
When flown over foreign soil, the host nation flag takes the position of honor.
