There was a Simpsons episode that had this. A film company comes to town to make a Radioactive Man movie. Mayor Quimby keeps coming up with taxes for them to pay. Finally the company gets sick and tired of all the crap they’re having to put up with that they’re set to go back to Hollywood. Quimby tells them that they have to pay “Getting Out Of Town Tax”.
This was floated a decade ago and went nowhere. It routinely comes up.

The democrats tried this before and it was ruled illegal.
I don't think Rush had to pay NY taxes after he left, but he did have to pay his accountants to fend off the audits. NY audited him for a dozen years or so after he left.

Actually a wall between California and the United States would be a very good idea.

Rush had to pay NY taxes anytime he worked in New York. He stated that he it got to the point where he had to prove he wasn’t in NY. When he had enough, he even sold his fashionable NY apartment.
He even changed the Johnny Donovan voice intro to his show. It used to say ‘via New York City’ Rush announced they had edited the intro, and removed the ‘via New York city’ as a further statement of his complete exit from New York.
Later, another NY creep stated that if he had known that Rush would leave when the taxes increased, he would have raised them much earlier. Years later, so many high earners left NY it was beginning to put a crimp on collections. Finally, some other democRAT creep stated that if they kept chasing rich out of NY, there would be no one left to fund the DemocRAT crap.
It would be unconstitutional and a good lawyer could make a good case out of it. But Libs ignore laws they don’t like, such as federal immigration laws.
