This sounds like an update of the Strzok "insurance policy". A dead whistleblower is a quiet whistleblower, and the FBI would no longer be exposed.
This goes along with the concept that Wray reflexively uses to ward off ANY and ALL Congressional oversight: He doesn't want to 'reveal and sources or methods'. This is because the 'sources' are likely rogue agents or corrupt confidential informants, and the 'methods' are largely contrary to the Bill of Rights and violate the Constitutional rights of the targets of their questionable (and politically motivated) "investigations".
