There are thousands of articles talking about the billions Musk invested in China. He’s their servant, no question.

Any time I’ve made an investment, it was to improve MY financial position, not to serve the company I’m investing in. I don’t mind if they too gain something from my investment, but I am in no way their servant when I make that investment.
The article you linked notes that China accounts for half of the planet’s electric vehicle sales and is the site of Tesla’s first factory outside the United States. Musk’s factory investment appears to serve Tesla and Musk more than it serves China.
Since most media was long ago assimilated into the leftist collective, I’d be very wary of anything read in an article or multiple articles. This is a good Breitbart article about how Musk supports China’s censorship efforts against its citizens.

He’s also a self-proclaimed “centrist” (meaning leftist) who admitted to voting for Hillary.

Musk wants to make money. He also seems to have his heart in the right place as far as space exploration and renewable energy. I don’t like his stance on remote work.
