Ross Coulthart (well-known Australian journalist) said last night that the DOD cleared these statements for open publication because they learned they were coming. The DOD agreed that these reports contained accurate information but would have preferred that they not be made public. They cleared these statements in an effort to get out ahead of the publicity that they thought was sure to ensue.
I can't find the exact podcast where Coulthart made that comment (I looked), so take it for what it's worth.

what Coulthart was saying about the clearance of this story by DOD (paraphrased):
This whistleblower testimony has been cleared by DOPSR. Here's a statement from the "Defense Office of Prepublication and Security Review" website:
[DOPSR] [m]anages the Department of Defense security review program, reviewing written materials both for public and controlled release. This includes official government and defense industry work products, as well as materials submitted by cleared or formerly cleared individuals pursuant to their voluntary non-disclosure agreement obligations. DOPSR also coordinates official work products with Defense enterprise stakeholders to ensure that information being released is both accurate and represents the Department’s official position.
As far as I know, there has been no official public statement by DOPSR as to its review and all we have as yet is Ross Coulthart's comment re: this matter.
