DC is a Federal district and not a state.

It is under the jurisdiction of the US Congress.

It has its own US District Court.

It has its own legal code, as it is not a State.

I would suspect that, in an emergency, say, military rule, the military would then be under the jurisdiction of the Commander in Chief, the President.

Q told us that the crimes committed by the Deep State/Cabal were of such magnitude, and the courts so compromised, that there would be military tribunals. Civil courts will not be handling these cases.

A bigger question would be: who is the actual President of the United States right now? Who really won the 2020 election?
