I understood from Mike Davis that just by the act of a president taking possession of a document, it automatically declassifies it. That makes sense to me, because if the president wants a document, he can take it, so there’s no difference in taking it or declassifying it and taking it.
That’s exactly what I understood too.
And the Supreme Court has ruled on it.
