First the DoJ said he wasn't a lawful permanent resident and then they later said he was.
Even if he wasn't on a green card, there are other ways to be here legally: tourist visa, student visa, temporary work visa and spousal visa just to name a few.

Well, Mohammed Salameh rented a Ryder truck for the 1993 World Trade Center bombing.
IIRC, some if not all of his associates were here illegally.
Besides, it’s not like we have millions and millions of illegals pouring over our Southern border.
