Left Oklahoma several times to provide search and rescue as a volunteer firefighter. Many times Oklahoma National Guard were there.on orders from OK Governor.
This may be different than guarding the border, but you ask if a Gov. could send Guard out of state. The state would probably receive no federal compensation.
