The large majority of the black students will continue to be trapped in the failing “district” schools, where their rates of proficiency will continue to be barely half that of their friends who succeeded in the lotteries to get into the charter schools. All the “progressives” in the State Legislature stood unanimously behind this policy.

Why bother sending the kids to school at all? Just pay them the $38,000 directly. Firing all the teachers would eventually eliminate all pensions, so the former pension funds could continue to go to the kids for the rest of their lives. Eliminate the DOE, then create a small office of 3-4 people to make sure the payments get direct-deposited on time...

And, Bob’s your uncle.

A side note...pay $10,000 on January 1st (with the remainder paid monthly for the rest of the year). Many of the yutes would go directly to their drug-dealer of choice, score a pound of fentanyl-laced blow...and be dead by January 2nd...thus eliminating future payments.
