They made the rule about the Board of Pardons because some past governors were selling pardons right and left.
That brings to mind a quote from an historic political figure I’ve recently become aware of:
“Do you not know, my son, with how little wisdom the world is governed?”

I think this in the context of his son being involved in negotiating the Peace of Westphalia, but obviously it has wide application.
