“I am working as swiftly as Texas law allows regarding the pardon of Sgt. Perry,” the Republican governor said in a tweet after the conviction.
Abbott moves super-slow on everything (one of the problems of having a paraplegic in the governor's office). Don't expect a pardon for Perry anytime soon.

Probably an overused idiom, but “all hat, no cattle” seems perfect in describing Gov. Abbott.
