I have just finished reading a book by the lawyer who persued legal cases against Epstein over a decade for several of the young teens who were victimized by him. So far as I could tell from reading this book, his victims were young teens 13 to 18. Children were not involved of the ages you suggest.
Girls already involved with him would invite other teens to earn hundreds of dollars by giving a rich man massages. Over several meetings the degree of sexuality would be increased with the girls who returning interesred in the money. Naturally, the girls involved would be coming from a low income family situation. They would also recruit other age mates for additional rewards. Insideous persuasion was mostly used, not violent rape. Even so, most other men who became involved in the Epstein road show, island getaways, airplane travel, etc. would likely find possibly outing for activity with underage teens quite enough to influence their cooperation.
If you have some other sources for involvement with young children, not teens, please let us see them.
