Neighbors and spouses are two separate entities in the eyes of the law. If you fight a neighbor that is not considered domestic violence. It's just a fight between two adults. There's really not much police can do unless a crime has been committed. You can't lock up a neighbor for being mean simply because you think he might assault his neighbor in the future.

A spouse is somewhat different. If a cop responds to a domestic dispute, they can usually remove the partner they believe to be the aggressor for a period of time even if no crime has been committed.

In my experience, the issue is with the courts. It is difficult to get an order of protection, and even if one is granted, they are difficult to enforce unless they are violated. State law invariably favors the female in these situations, as they should.

I agree the courts are a huge issue. And that may be why the cops do nothing to help because they know the courts will screw it up. But either way the cops don’t really help much in many circumstances
