This was correctly answered above. The U.S. is putting these bio (weapons) labs in countries like Ukraine and Sudan to sidestep the laws banning them in effect in most countries.
These are crimes against humanity (as long ago agreed internationally) for which the perpetrators should be on trial, convicted and hanged.
