I cannot think of any exceptions. 100% FAILURE RATE!

MILITARY: Perhaps mil. is the exception where government needs to be involved; but, there are persistent suspicions that the U.S. is falling behind even there...politicians forcing the money into obsolescent systems, and driving out the good people with Woke.
