I would write that the governors were not willing to take the risk of rejecting guidelines written by professional bureaucrats. Fauci, for example, has NEVER practiced medicine. If Trump doesn’t go along with the “science” and do the lockdowns then the media and dems would have blamed him for every death and say he just wants to keep his economy going.
