It's LA - any plywood placed over a hole will be removed to take its place in a fentanyl addict's stolen shopping cart.

Generally they put a sheet of steel to drive over open street holes for ongoing roadwork.

The local city here rents huge steel plates from the steel yard to cover up construction and service trenches. Most likely it was some union shop that was paid per day for not completing the project in a timely manner.

Plywood, my hairy purple donkey. The correct item is a steel trench plate for temporarily covering excavations.
