This is dumb. There is enough lithium in a free market. Free market for mineral mining and processing (little or no government restrictions). Free marking for drilling oil and natural gas. And free market in people driving what they want (ICE or EV or both) and energizing their homes how they want (natural gas and electricity).
Shortages happen only when government messes up the market both at the supply end and at the demand end.

A cheaper recycling process is always useful, especially if it’s an economically viable alternative child miners or landfills.

This is dumb. There is enough lithium in a free market. Why is it dumb? If you can recycle lithium batteries cheaper than you can mine it the free market will recycle lithium batteries.
Single use, throwaway culture is dumb.
