Hagar wrote the song in response to receiving a speeding ticket in New York State, for driving 62 mph (100 km/h) on a road with a 55 mph (89 km/h) speed limit, which was the highest permissible speed limit in the United States at the time due to the National Maximum Speed Law enacted in 1974.
