It seems to me that this article is saying that Silicon Valley Bank folded for two reasons:
1. SVB procured most of its lending funds from the fed because fed rates were lower than market rates. The fed raised interest rates so that depositor rates provided cheaper money for loans. So SVB started lending out depositor money. Depositors started withdrawing funds for investing in enterprises which paid better returns. SVB had loaned and spent too much of the deposited money to meet the demand.
2. SVB spent the depositor money on long term woke obligations.
