That is one way to look at it. Another way is that the citizens of all US territories are US citizens, except for citizens of American Samoa, where Gabbard was born, because Congress didn’t pass such legislation. Gabbard’s parents were both American citizens, so by most accounts that could still make her eligible for the presidency.
