I think the D/A risked blatant misconduct charges if Costello wasn’t allowed to appear so they had to let him testify but, in his estimation, thought they could limit the damage by simply asking him questions about 6 “cherry picked” e-mails he’d provided and he (Costello) then interjected that there were 600 more pages the GJ should look at. I don’t know how “responsiveness” in answering legal questions applied here but it’s the kind of thing where prosecutors probably thought they could curtail the damage by limiting what he could + would say but Costello was determined to expose the truth and spilled the beans & now they can’t put the toothpaste back in the tube to clash metaphors.
