Were the Chippewa allowing the Lakota to be part of the negotiations, or do the Lakota no longer matter after the Chippewa pushed them out?

I have dealt with tribal governments frequently...amazing how they hate each other still.
Few know (or will admit) the genocide they practiced on weaker, or technically backward tribes.
Several Illinois Confederation tribes were cannibalistic.
