I think McCarthy saw the light because he felt the heat. He may “feel” supportive of Ukraine (WHY???) but the good Rs in the House do not want to pour endless money down the rathole.

Possible that McCarthy will come around for real. Every journey starts with the first step. Very smart for the Freedom Caucus to hold his feet to the fire and obtain the concessions.
