There would be no strategic benefit to Russia in popping off a dirty bomb in Ukraine, none. All it would do is make a mess and perhaps provide some area denial but it also would deny the ground to Russia.
The Ukrainians and NATO still assert that Russia blew up its own pipeline, even though there is less than zero to be gained by Russia for doing so.
Those conducting the proxy war are not Ukrianian and they don't much care how many Ukrainians are sacrificed in the effort. The majority of the puppet regime in the Ukraine is not Ukrainian; the citizens are regarded as cannon fodder.
