Treaties require two-thirds of the Senate in order
to become binding. That's 67 Senators. Biden doesn't have
the votes unless 16 Republicans are bribed or become
squishy liberals and vote for it. But with some
Republicans you never know.

Thanks for the correction, I knew it was 2/3, just got lazy when I said 60. I should have known better.
