They were a la the 15 minutes cities being enacted today (example: Cambridge and Oxford). The problem was they killed more than half of the children born in China years before and they did not have the population expected to be enslaved in said cities. China has a very big population issue. Like Japan times a hundred.

Aha, yes. So many girl babies killed, and now demographics is going to bite them in a huge way.
Looks like that 15 minute city idea ain't working out too well for the CCP. The plummeting birthrate may also have something to do with it.
