I prefer the alternate theory out there that Trump KNEW the DS was going to try and shut down the world for an unknown # of years, thus ushering in their NWO.

If I understand your point, I agree. He was possibly duped into believing that lack of extended testing presented little additional danger to the vaccine, especially in the threat of a world wide pandemic.
