Federal officeholders, i.e. senators and congresscritters, cannot be recalled. This has been litigated in federal court (Frank Church, Idaho, 1967) and state court (Robert Menendez, New Jersey, 2013).
The only way a federal officeholder can be removed is through death, resignation or expulsion by two thirds of the House in which he is a member.
