There’s no way a governor has authority. For instance, in the powerplant world, before they do anything a permit is needed. You can get an inspector out there quickly if you have an emergency, but you don’t do anything until you have a permit and authorization.

If a power plant can be find millions of dollars for emitting beyond what their permit allows, seems like somebody can be fined billions for this.
