IMHO once the kid turns 18 the rules start to change, and if the child makes an adult choice like moving in with the BF, there are consequences.
Some additional data would be nice such as the daughter's age, only child, how long she was gone, and if they had a rules meeting before she moved back in. Also, who posted, I kind of think the mom.

He who pays the bills make the rules.

I came home from Colgate as a freshman for Labor Day weekend, 3 days after I started college.
My bedroom was gone, given to one of my sisters.
That’s the way the cookie crumbles.

Consequences.
She flew the nest, to be a grownup.
FF 30 years, will Mom or Dad get to pick the room in the house of Precious, where they will spend their sunset years? They’ll be lucky if they have any say whether home or nursing home.

after refusing to turn his home office back to her room, the OP says his daughter is treating him like the enemy.Oh well in that case, put her out on the curb. If you can't bring yourself to do that, at least secure the silverware.

I can’t even imagine the reasoning of people who would argue that Dad should give in.

We IMMEDIATELY repainted our son’s bedroom PINK with flowery wallpaper after he moved out making it the guest bedroom and the other bedroom into a sewing room.
Sorry Charlie, you are NOT moving back in, PERIOD!

My daughter, quit her job, and college and moved out with friends in an apartment. She traded her job as a pharmacists assistant, which was supported by the classes in college. She wanted to work at Starbucks.
I actually tore out the wall to her bedroom, and made the living room bigger.
