You don't need radar for air to air gunnery. A thousand 20mm hits would have shredded that balloon.

But you'd have to get up to 65K feet to do it. Air starts getting a little thin for jet engines up there. It appears they targeted the mounting in the close up vidya. the explosion also shredded the balloon.

The balloon was as low as 19k over areas of the US that only have cows. You could have used a MV-22 with a GAU 50.
