This person states it well. My opinion is that this is simply China saying "We own your government" (literally). "And you can't do anything about it." It is blatant flaunting by the enemy/occupying power.

Seems that all kinds of surveillance/etc not just military can easily see where these came from. Or are coming from, if there are more. Just checking FR today. Origin seems no secret.
