IMHO, if it contains possible bioagents or nanotechnology, isn't a drifting balloon just about the most inefficient delivery scenario imaginable? And wouldn't it be more logical to deploy over a major metropolitan area, rather than somewhere so sparsely inhabited?
Perhaps it hasn't yet reached it's target.

Good points. I'm thinking of other instances, for example on the day of 2017 solar eclipse when peeps traveled from all over the nation to be in the band of darkness that would occur as the shadow made it's way across America. A news crew came across a science team releasing balloons which they said contained a biological experiment- a harmless modified cell or cells or something like that. The balloons were to be released and they were timing it in hopes their balloons would cross paths with the region of darkness and release it's experimentalcontents. Never heard what would happen with that. A commenter on that article wondered aloud at the idea of a 'harmless experiment' set to interact with unwitting test subjects at a time when a large number of people would be in a limited region, some facing the sky, watching events in eye protective gear etc. Reminded me of the flu virus released over SFO and LA in experiments.
I was assuming the balloon had not reached it's intended destination, but would at some point cross an area of interest to the Chinese. With satellite technology, I'm wondering what advantage is gained by this lower level balloon, and how/if they planned to recover it, or it was expected to deflate when done recording.
As a weapon, 'inefficient' would be better than not at all. I don't know if payloads could be radiological, chemical, bio - but just wondered WHY, and don't want to assume what it looks like (weather balloon) is what it actually is (i.e.,What might be inside the sphere?).
