Couple things to remember about the “football” and the “fullback” who is carrying it: There is no way that a USSS type will carry it. SS types don’t speak the language for starters. The fullback must be instantly recognizable to the President which rules out SS types since they all look/dress the same. The fullback has to be military with enough rank/authority to fit into the chain of command. He’s not just a telephone operator.
The fullback is normally going to wear his mil uni but has authority to go plain clothes depending on the circumstance.
When you think you’ve spotted a fullback/football be assured you are wrong. That tandem will always be disguised or otherwise out of sight. A likely decoy will take the traffic should stuff go haywire. And the tandem is always in comms such that , should the call come in, the “other end” knows who is calling. Let’s say, for instance, that the Prez needs to contact a Boomer: There can be no conversations like Who’s calling, who is this, you’re calling from where, I’ll call you back, what’s your number? und so veiter?
Then also remember that the duty fullback is going to be handcuffed to the real football-—no leaving it in a restroom, snack bar, ice cream shop, etc. In a casualty event the chain of command knows what to do. We pay people to do this stuff and we rotate them so’s they don’t get too comfy in the job.
